What is the Santorini Blue Loop Living Lab?

The Santorini Blue Loop Living Lab is a collaborative initiative that brings people, ideas and actions together in a “living” field of cooperation. It operates as a living system of collaboration, learning and action, with three core goals: reducing marine pollution, promoting the circular economy, and developing sustainable practices on the island.

The Living Lab brings together research projects, innovation initiatives, local organisations and professionals, schools and residents. The aim is to connect immediate environmental action with long-term systemic change, creating a dynamic community of practice.

The Santorini Living Lab is one of several replication Living Labs established under PHAROS, alongside sites in Gran Canaria (Spain), Iceland, Ireland, the Danube Delta (Ukraine and Romania) and Lanzarote. Each Living Lab adapts the PHAROS methodology to its local ecological and socio-economic context, while following a common framework for stakeholder engagement, co-creation and citizen science.

Why Santorini?

The Aegean is a fragile and vital ecosystem under increasing pressure from climate change, marine litter and weaknesses in resource management and circular practices. Santorini, as an internationally recognised destination with strong seasonality, brings together these challenges and at the same time the possibilities for innovative solutions.

The protection of marine and terrestrial ecosystems requires coordinated action that links the marine environment with water, energy, food and waste management on land. Through a bioregional approach, the Living Lab promotes the restoration of ecological balance and the strengthening of resilience in local ecosystems across the Cyclades and the wider Aegean.

As one observer put it, this is not just another environmental event that “happens” on the island. It is a test: how can a popular tourist destination change its operating model in practice, not just in theory?

When it was launched?

The Santorini Blue Loop Living Lab launched in May 2026 through a four-day programme of activities that ran from 14 to 17 May on the island. The official launch event took place on Friday 15 May at the Tomato Industrial Museum “D.NOMIKOS”, from 17:00 to 19:30. Approximately 30 participants attended, including local authorities, community representatives, professionals, civil society actors, educators and active citizens.

The launch was the operational beginning of a long-term Living Lab process. The four-day programme activated the island as a living space for collaboration, experimentation and real-world implementation. The idea was to test solutions in real conditions with active community involvement, rather than merely talking about them.

The framework for the Living Lab was developed by Impact Hub Athens, drawing on the priorities of three European programmes: REMEDIES for OceanPHAROS and VERNE. The PHAROS project provided the overarching structure, REMEDIES contributed the Plastic Lab and participatory action components, and VERNE brought circular solutions for sustainable tourism.

Key activities of Santorini Living Lab

The Santorini Blue Loop Living Lab is designed as an ongoing process, not a one-off event. Its future activities will revolve around three core goals: reducing marine pollution, promoting the circular economy, and developing sustainable practices on the island. These goals are pursued through a bioregional approach that links the marine environment with water, energy, food and waste management on land.

Future activities will build on the foundation laid during the May 2026 launch and will be organised around three thematic routes: Sea, Sustainable Tourism, and Terrestrial Biodiversity and Sustainable Viticulture. The Living Lab brings together research projects, innovation initiatives, local organisations and professionals, schools and residents to connect immediate environmental action with long-term systemic change.

The Living Lab will continue to activate the Plastic Lab, which was one of the central elements of the launch programme. Through practical demonstrations and participatory activities, participants explore how discarded plastic can be collected, sorted, processed and transformed into new useful objects. These sessions introduce circular economy principles, reuse practices and prevention-oriented thinking.

Future actions will also include continued beach clean-ups, underwater clean-up operations, educational workshops for schools, and awareness sessions on marine ecosystems such as Posidonia seagrass meadows. The Living Lab will engage fishers through the Fisher Guardians programme, connect schools through the Blue Schools Network, and support citizen entrepreneurs through the Citizen Litter Entrepreneurs initiative.

Test practical solutions in real conditions

The purpose of these activities is to test practical solutions in real conditions and build a community of practice that can sustain the transition beyond the project’s lifetime. The Living Lab serves as a platform for dialogue and co-creation, where stakeholders jointly define problems, design solutions, pilot actions and evaluate outcomes.

Create lasting change

The goal is to position Santorini as a model for circular, resilient and community-driven island development. The Living Lab aims to create lasting change: reducing marine pollution through prevention and cleanup, shifting towards circular economy practices, and building resilience in both marine and terrestrial ecosystems. By promoting a community-driven movement, the Living Lab can build a sense of stewardship that outlives the initial project, creating an enduring legacy of environmental ethos and citizen action.
