As defined by the European Union, it means educational institutions engaging with families and local communities specifically to enhance both teaching and learning, rather than treating education as something that happens only within four walls. This shift places education at the heart of a community’s development, not separate from it.
Moving Learning Beyond the Classroom Walls
The concept envisions learning as a lifelong process that extends beyond the school building and beyond regular school hours. It deliberately integrates homes, museums, digital media, and local organisations into what becomes one continuous learning ecosystem, turning every space into a potential place to learn. Instead of students only receiving prepared lessons, open-schooling asks them to investigate genuine local issues, work alongside outside experts, and produce something that has real value to the people around them.
One Analogy: A School With Its Doors Left Open
Picture a traditional school as a building with its doors locked from the inside, where knowledge only moves one direction, from teacher to student, and nothing from the outside world gets in. Open-schooling simply unlocks those doors. Scientists, fishers, local officials, and parents start walking in and out freely, bringing real problems with them, while students carry their findings back out into the community instead of leaving them behind in a notebook. The school stops functioning as an isolated box and starts working like a hub that the whole neighbourhood passes through.
Why the EU Backs This Model
The European Commission has actively funded open-schooling since 2015 through Horizon 2020 and Horizon Europe science education calls, precisely because it wants schools to act as “agents of community well-being”. Projects like MOST, funded under this framework, connected schools with waste management and energy-saving challenges in their own towns, pairing students with scientists, local government, and businesses on projects with immediate community relevance. That project went on to establish a European Open Schooling Network specifically to help other schools exchange best practices and keep the model growing after individual grants ended.
Open-Schooling and Marine Literacy
For coastal and maritime education, open-schooling has become the natural vehicle for building ocean literacy in young people. Rather than teaching marine biology purely from a textbook, students partner directly with researchers, fishers, and local organisations to study real coastal issues happening right outside their school. A recent case involving primary school pupils studying firefly conservation shows the pattern clearly: students co-designed research tools with scientists, gathered real data from their own families, and presented findings at a public municipal event, turning a school project into a piece of genuine community dialogue.
PHAROS and Open-Schooling in the Blue Schools Network
PHAROS has built open-schooling directly into its education strategy, extending it through the Network of European Blue Schools and its partnership with sister project PROBLEU. A European Blue School earns that status by developing a project with interlinked activities that produces a clear output, involves every student, and critically, collaborates with a local partner outside the school. Optional criteria push schools even further toward the open-schooling ideal, rewarding projects that create authentic learning experiences, work across multiple disciplines, move beyond the classroom entirely, or explore land-sea interaction directly.
Gran Canaria’s journey into the Blue Schools Network shows what this looks like on the ground, with teachers across the island incorporating ocean awareness into their curricula through the “Find the Blue” challenge framework. That same open-schooling spirit was on display at the January 2026 Canary Islands Living Lab Mega Event, where a dedicated Blue Schools Seminar brought teachers together to swap real classroom experiences and plan how to expand the network further across the Atlantic and Arctic basins. PHAROS extends this same logic to younger students too, with its Santorini Blue Loop Living Lab in May 2026 running hands-on educational sessions built specifically for school groups rather than confining marine science to a lecture format.
By treating schools as genuine partners rather than passive recipients of curriculum, PHAROS is betting on open-schooling to do something curriculum reform alone cannot: build a generation of coastal citizens who already understand the ocean well enough, and care about it personally enough, to protect it once they’re the ones making decisions about it.
